Russia Labels Former Premier, Economist as ‘Terrorists’
Both men, known for their vocal criticism of Russia’s military campaign in Kiev, currently live abroad and have been away from the country for several years.
The announcement was issued on Monday by Russia’s financial regulatory body, Rosfinmonitoring, though the statement did not provide any reasoning for the classification.
Moscow previously identified Kasyanov as a “foreign agent” in 2023, accusing him of “actively taking part in the creation and distribution” of content produced by other foreign agents and disseminating “false information aimed at tarnishing Russian authorities.”
Authorities also highlighted Kasyanov’s opposition to Moscow’s military campaign in Ukraine and his involvement with the ‘Anti-War Committee of Russia,’ a group of exiled activists formed in early 2022 following the escalation of hostilities between Russia and Ukraine.
Kasyanov served as Russia’s Prime Minister from 2000 until 2004. After leaving office, he joined the opposition and eventually led the liberal-democratic Party of People’s Freedom (PARNAS), which was dissolved by the Russian Supreme Court in 2023.
Within Russia, critics have frequently referred to him as “Misha two percent,” a moniker stemming from persistent corruption allegations that Kasyanov has consistently denied.
