Global EV Sales Surge 20 Percent in 2025
China led the market with 12.9 million EVs sold, up 17%. Europe followed with 4.3 million units, a sharp 33% rise. North America posted 1.8 million sales, slipping 4%, while other regions combined for 1.7 million units, a 48% jump.
Benchmark noted that all 20.7 million vehicles sold were passenger cars and light-duty models.
Europe’s Legislative Shifts Fuel Growth
The European EV market expanded 33%, with Battery Electric Vehicles (BEVs) climbing 31% and Plug-in Hybrid Electric Vehicles (PHEVs) rising 38%. The firm highlighted that 2025 was marked by regulatory adjustments, as EU tailpipe emissions targets were eased.
Germany and the UK saw strong gains, with sales up 48% and 27% respectively.
North America Faces Policy Headwinds
The press release stated: "2025 was a turbulent year for the North American EV market. In the US, the elimination of federal tax credits on 30 September 2025, alongside the reduction of CAFE standards fines to zero and the introduction of protectionist policies aimed at onshoring vehicle production and supply chains, significantly weakened market momentum.
"As a result, US EV sales grew by just 1% in 2025. Amid these changes, the Canadian market performed poorly following the removal of subsidies early in 2025, causing EV sales to fall by 41% over the year."
Mexico, however, recorded a 29% increase, largely driven by imports of Chinese EVs.
China Maintains Market Leadership
China’s EV sector grew 17% year-on-year, with BEVs up 26% and PHEVs up 6%. Growth slowed in the final quarter to just 4% compared with Q4 2024, after a robust 33% expansion in the first half of the year.
Strong Momentum in Emerging Markets
Outside the major regions, Chinese EV imports dominated. Southeast Asia nearly doubled sales year-on-year, averaging more than 55,000 units per month in Q4 2025, compared with 32,000 in the same period of 2024.
